[XHTML 2] XHTML Family User Agents

Dear HTML Working Group,

Numerous places in the XHTML 2 working draft there are conformance 
requirements that make little sense to certain type of XHTML Family User 
Agents.  Please create a number of types of XHTML Family User Agents so as 
to more clearly specify conformance requirements for these.

The SVG [1] Conformance criteria where there are distinct rules for 
Generators/Interpreters/Viewers etc.  Similar method for XHTML 2.0 would 
make the document considerably clearer, and easier to conform to.
