[XHTML 2] "by default" in 11.3

Dear HTML Working Group,

11.3 says:
"User agents MUST by default number ordered list items. "

The phrase "by default", is not defined anywhere, please define this phrase 
and explicitly state the conformance requirements on XHTML 2 Family User 
Agents, everywhere this is currently being used.
