Yes, per https://www.w3.org/WAI/about/usingWAImaterial :

"...you can use WAI material by ... putting it on a USB flash drive and handing it out at a conference, copying it on your intranet,... etc.

There are two conditions for using most WAI material; you must:
* Clearly attribute the original source as specified below, and
* Not modify the content.
"

Not modifying the content means including the entire video. The Perspectives Videos include a link at the end for more info related to the accessibility issues in the video.

Attributing the source with a link also let's people check if there is an updated version.
