Mark Manasse (who is part of the Micropayments Markup Working
Group) informs me that:

"The current MilliCent wallet [3] is settable to require
  confirmation of all payments."

(I hope to get a URI to online documentation of this feature.)

Thus, there's at least one implementation of a payment system
that illustrates configuration to confirm payments. I will
continue to seek additional implementation experience
to bolster the proposed requirement.
