psl align alt tip with WAI quick tip

Weekly validator report gizmo[1] showed my WG page wasn't valid; fixed 
that,
ran the validator, and saw this tip of the day:

  Use the alt attribute

That slug is phrased as technology just for the sake of it.

In the WAI quick tips, it's phrased as

  Use the alt attribute to describe the function of each visual
  -- http://www.w3.org/WAI/References/QuickTips/

which makes it much more clear, in just a few words,
*why* use the alt attribute.

Also, I don't see "send feedback to www-qa" in the tip.

Hmm... what forum is used to maintain the WAI quick tips?
I don't see that in the signature of
