In the WCAG 2.0 working draft, there are two terms that I am completely
unfamiliar with (the terms "expanding outlines" and "dynamic fisheye views")and that I would appreciate clarification on or examples of.

Note that WCAG 2.0 is not setting specific requirements about either. Instead, these are mentioned as examples of alternatives to what we think of as site navigation mechanisms in common use on the web today.
