There are guidelines that would be helpful, to people with learning 
difficulties.
WCAG may already include some that TechDis suggested:

but does it mention: use easy to understand graphical navigational cues?
a careful reading will provide more examples.

there is also now a graphical browser 
http://www.widgit.com/products/webwise/browser.htm
that provides symbols (along with text), known to many users, but 
unfortunately currently not widely available on the web, due to 
copyright issues.
