they may prefer to use a mouse, as in have you tried tabbing thru all 
the links? it is a real pain I did, but dont have the skills to 
actually succeed.

for instance many of our users cannot actually navigate the start menu 
functionally with a mouse. So we put key links on the desktop, they 
could use tab, but would get lost and life is too short anyway.
