A variety of ways:

Personally I sometimes use 'portal' as a homepage.
It is possible to offer people the option to set the current page as their
homepage.

Favicons, or other small images can be saved onto the desktop or navigation
bars, and allow users to automatically open a new window at the portal
address.

favourites, history  some people like to save important links in more
obscure places.

floating control panel, could be questionable, but might be feasible?
