I disagree with the proposal since it is redundant with the other Guideline 
1.1 criteria.  I don't think it is a problem to map a technique to multiple 
success criteria OR we should consider creating different techniques for 
each type of content described in Guideline 1.1.  From a user perspective, 
it might make more sense to have even more granular techniques (that 
address the different uses of image) or perhaps groups of 
techniques.  There are already separate HTML techniques for alt on image 
and alt on images used in anchors (e.g., functional non-text content vs. 
non-text content).  Instead of separate techniques on longdesc and alt, why 
not a single technique that shows how to use them together?  You could 
provide more guidance about what is appropriate for alt vs 
longdesc.  Regardless, the techniques as they are need more examples to 
show the breadth of uses of img, object, etc.
