Draft Introduction to WCAG 2.0

Attached is a new draft Introduction to WCAG 2.0. I haven't yet
completed the formal issue summary, but I believe this draft addresses
many of the concerns raised in the issue list at
http://trace.wisc.edu/bugzilla_wcag/issuereports/intro_issues.php.
