[techs] Changes in requirements doc

In preparation for the Wednesday call, here is an overview of the changes I made to the requirements document. I will do the formal change log later, ran out of time today for that. The new requirements draft is at [1].

* Added information to the Introduction about techniques not being comprehensive of all techniques in all technologies, and also that they aren't required for conformance, just well thought-out suggestions.

* Modified definition of "reliably human testable" to remove 80% of human testers wording, and took new wording from the conformance section of WCAG 2.

* Added definitions of "positive test" and "negative test".

* Removed all references to Additional Ideas.

* Clarified "or" and "and" implied in requirements in the Relation to WCAG 2.0 section, and added concepts of "sufficient" and "optional" techniques.

* In "scope of documents" removed absolute requirement for user agent support information to be provided for techniques.

* Added requirement that techniques indicate the condition in which they are applicable.

* Made requirement that General Technique indicate what is required to conform to Success Criteria applicable to all techniques.

* Removed requirements about untestable techniques, since we no longer have conditions in which we would provide untestable techniques.

* Added placeholder section about impact of baseline on techniques, and notes in a few places that we need to look more closely at the requirement in that context.

* Removed the appendix about "Fields", I felt the appendix about the techniques schema was sufficient to convey the intended information. I linked to the techniques schema rather than put a copy in the requirements doc.

* And of course, made various editorial changes mostly for style or precision.
