[TESTSUITE] Alt Text

These tests deal with ALT text and are part of the WCAG2 conformance test
suite [10]. They are related to the HTML techniques 10.1 [1], 10.2 [2] and
10.3 [3]

IMG element must have an ALT attribute.[4]
ALT text should be short. [5]
Important images should not have empty ALT text. [6]
Decorative images should have empty ALT text. [7]
ALT text should not be placeholder text. [8]
ALT text must be a meaningful alternative for image. [9]
