Thanks to Ben, Michael, and John, new internal working drafts were 
published today.  Our next milestone is a first internal draft of 
scripting techniques on 10 September followed by a new set of internal 
working drafts on 8 October.

Summary of primary changes:

WCAG 2.0 [1]
1. added proposed paragraph from AUWG to the introduction
2. added links to Gateway from Guideline 1.3

Gateway to Techniques [2]
1. Added text for Guideline 1.3.  There are several @@s where we need to 
clean up some text, but it shows how the content will read in the 
Gateway format.

HTML Techniques [3]
Incorporated changes and/or ednotes based on discussion of issues as follows
1. added ednote related to issue 899 - 
2. added placeholder for a tech to display alt content of applet, embed, 
and object (issues 901 and 914 
3. added technique with link to baseline discussion/issue for issue 902 
4. added issues 903, 917 (flicker) 904, 916 (color) to direct 
accessibility technique
5. add list to technique as proposed, make clear it is not a 
requirement. add additional elements from html spec. add pointer to 
chicago manual of style (ala matt's blog:  
6. added placeholder re: noscript
7. reference gateway and css for color issues

CSS Techniques
1. Added 'borders' to list of properties that don't need to change
2. Added ednote about blinking
