3 September 2004 internal Working Drafts published

Hello,

Thanks to Ben, Michael, and John, new internal working drafts were 
published today.  Our next milestone is a first internal draft of 
scripting techniques on 10 September followed by a new set of internal 
working drafts on 8 October.

Summary of primary changes:

WCAG 2.0 [1]
1. added proposed paragraph from AUWG to the introduction
2. added links to Gateway from Guideline 1.3

Gateway to Techniques [2]
1. Added text for Guideline 1.3.  There are several @@s where we need to 
clean up some text, but it shows how the content will read in the 
Gateway format.

HTML Techniques [3]
Incorporated changes and/or ednotes based on discussion of issues as follows
1. added ednote related to issue 899 -
