The following is a proposal for HTML techniques. I will implement the proposal in a draft unless there is objection from the group. There will still be room for debate of the proposal in the context of the next draft.

Issue 922 [1] speaks to foreground/background contrast. This issue should be mostly dealt with in the guidelines and General techniques. However, we should have HTML techniques that align specific HTML color attributes with those other pieces of information. Therefore I propose we create a technique for this.
