[#918] NOSCRIPT

The following is a proposal for HTML techniques. I will implement the proposal in a draft unless there is objection from the group. There will still be room for debate of the proposal in the context of the next draft.

Issue 918 [1] suggests a technique to require NOSCRIPT when SCRIPT is used. I propose we create a placeholder technique for this. We may debate whether we want NOSCRIPT to be always required but anyway we have to speak to it one way or the other in HTML techniques.
