German and WCAG 2.0 principles

Nordrhine Westfalia will apply the principles of WCAG 2.0

July 1, the state government of Nordrhine Westfalia has enacted a decree
on barrier free information technology. It references four basic
principles:
Content must be
-perceivable
-operable
-understandable
-and robust.
It makes reference to the German federal decree BITV as a benchmark.

The conformance is mandatory for all state autorities of NRW and all
municipalities in NRW. It includes public terminals and CD/DVD
interfaces.
