You are absolutely right, and the cited definitions are also correct. --
Maybe the WAI documents wording is intended since e.g. upcoming XHTML 2.0 will
AFAIK only support the <abbr /> element (which is another topic I don't
necessarily agree to)? Or is it a mistake?
