An approach:

beef up the current a.13 'use interim solutions...', separate it from the
general flow, and give it a slightly different priority structure - one
which recognises that the priorities may change. (for example A B C, where
A means
'currently used technologies cannot cope without this checkpoint', B means
'currently used technologies can only barely cope without etc etc')
