the property may only show up once in PROPFIND responses or PROPPATCH requests."

As far as PROPPATCH is concerned, this is incorrect (PROPPATCH is defined to
execute "set" and "remove" statements in document order, so whatver was the last
occurence of a given property name will define the result).
