Discussed during 12/16/2005 teleconference.

Consensus on the call is the following:

* A complete failure of a DELETE request MAY result in the return of a 4xx
status code.

* A partial success/partial failure (depending on your worldview) MUST result in
the return of a 207 Multi-Status response.

Lisa has already made this change in the specification. Closing the issue.
