I don't see anything wrong with the spec.  Certainly servers must use any other
valid *URI*, because to use another *URI scheme* alone might make an incomplete
URI and thus an invalid lock token.  I don't recall agreeing to make these
changes in the con call, perhaps this bug was edited by mistake?
