There are at least two places where the term "RFC2518bis" is used in the
document. These should be replaced by something like "this specification".

It also appears in the document title, which really should be unchanged from
RFC2518.

Finally, RFC2518 currently occurs in the references section (where it should
really appear as "informational"), but xml2rfc doesn't find any actual reference
from the text (that is, XML markup may need to be added for that purpose).
