Actually the decoded value is (I've missed the %40 in between):

%3C80D53D6BB794D44AA427979D2B2BC66C029BD7@SOSSERVER.local.soschildren.org.uk%3E

The encoded form should be what I've initially written to be the 
decoded value:

%3C80D53D6BB794D44AA427979D2B2BC66C029BD7%40SOSSERVER.local.soschildren.org.uk%3E

which actually decodes to:

<80D53D6BB794D44AA427979D2B2BC66C029BD7@SOSSERVER.local.soschildren.org.uk>

Seems only the < > caps are incorrectly encoded.
