As well as a false flag on spam, W3 seems to be a false flag on malware;

If you want to do something more constructive to stop spam you might try 
helping with http://www.projecthoneypot.org/ rather than reporting each 
email to the government, who are unlikely to do much. Also while false 
flags irritate W3 as their wrongly incriminate you, the problem is 
rather bigger.

W3 (which has large archives of mail addresses which are probably a 
source for harvesting addresses) could help?
