4a) ISSUE-191
XML Signature 1.1 and XML Encryption 1.1 use different URIs for  
sha384. Which is correct?

4b) ISSUE-192
"we are using the following algorithm identifiers outside the XML

  It strikes me that both of these should be in the XML Encryption 1.1
