Action 77: Update best practices document for section titles

I have updated action 77 with the following note:

I would like to defer this action item until a later date. It requires more 
extensive restructuring than I originally thought. I still think it is a better 
way to organize the document, but I think we should defer it until we have more 
time to discuss it.
