I spoke with Chris Ferris and Michael McIntosh about the WS-I BSP 
requirement.

The intent is to turn the SHOULD into a MUST.  As for the specific issue 
of \20, the opinion was if that if W3C removes it, WSI would change things 
if necessary on their side.  (Since it's not a conformance requirement, 
it's not clear if any changes would be needed on their side.)
