Henry and Paul think the XML Core WG should send an email
to the Web Applications Working Group (public-webapps@w3.org)
to reinstate the parts of the xml decl that are in the Infoset.

ACTION to Henry:  Draft the email and send to the XML Core list
for WG approval.  (Paul's email referenced above may be helpful.)

XML 1.0 5th Ed Correction-in-place to link to BCP47

The proposal is to let someone from W3C do an edit-in-place
on the Overview.html and *.xml.

No objections.

ACTION to Paul:  Reply to Ian to go ahead with the editing
of XML 1.0 5th Ed.
