Draft #1: Transition Request: First Public Working Group Note for Associating Schemas with XML documents 1.0

Here is my first (probably only) draft Transition Request 
for WG Note for Associating Schemas with XML documents 1.0.

I have staged the WG Note-ready draft at
http://www.w3.org/XML/2010/04/xml-model/

I have not changed the body from that at
http://www.w3.org/XML/2010/01/xml-model/
(except to hide the editors notes), but I fiddled with
the header matter and status.

Jirka, please sanity check to make sure I didn't forget
anything we said we'd do to this document.

Liam, Carine, please let me know whether the SotD looks okay,
and let me know if I have the "To" list below correct (the 
transition doc says "domain lead").

I plan to send in this request on Friday.

The XML Core WG requests transition of 
  Associating Schemas with XML documents 1.0 (First Edition)

to a Working Group Note.  

The URL cited above is for the most recent Member-only 
version of the specification as of 9 April 2010,   
dated to reflect the expected publication date of
15 April 2010 and designed to be published by having
the directory moved over to
http://www.w3.org/TR/2010/NOTE-xml-model-20100415/   
in its entirety.

This is the first publication of this document.

Several editor's drafts of this WG Note have been 
published, most recently that of 2010 March 15 at
http://www.w3.org/XML/2010/01/xml-model/
and comments have been solicited and reflected in this
latest draft as indicated in a Disposition of Comments at
http://www.w3.org/XML/2010/02/xml-model-comments.html.
 
The WG's decision to request transition to a WG Note was taken 
during a WG telcon on April 7 whose minutes may be found at
http://lists.w3.org/Archives/Public/public-xml-core-wg/2010Apr/0007

This document allows schemas using any schema definition 
language to be associated with an XML document by including 
one or more processing instructions with a target of xml-model 
in the document's prolog.
