REC-ready XML specs

The hopefully REC-ready XML 1.0 and 1.1 specs are now visible at 
http://www.w3.org/XML/Group/2006/08/xml10-4e/Overview.html and 
http://www.w3.org/XML/Group/2006/08/xml11-2e/Overview.html.

The changes from the PER are:

-- Status section updated for REC status, including the patent language 
provided by Philippe

-- RFCs 2396 and 2732 repalced by RFC 3986.  This involves updating the 
bibliography entries (two deleted, one added) and references in two 
places in 4.2,2.  I have also uploaded errata [1] [2] for this.

There are also new empty errata documents for the new specs [3] [4].
