ACTION-42 and ACTION-49 are now completed. I have added the following  
sections to the NoteInScope section:

> === Best Practices Recommendation for Site-to-User Communication ===

> direct mechanisms in order to prevent common phishing attacks.

> === Recommendation for Consistent Presentation of Security

Suggested edits to the wording will be gleefully accepted, because  
hey, it's a wiki! :)
