Appropriateness; authoring and deployment techniques

This is in response to ACTION-46 and ACTION-45 (both on me), and
ACTION-42 (on Mike Beltzner, ties to -45, and seemingly not done
yet).

I've added the following text to NoteInScope:

| The Working Group may consider different characteristic interaction
| scenarios, and may make recommendations on the appropriatenes of the
| communication of context information in the respective scenarios.

| The Working Group may recommend authoring and deployment techniques
| that enable sites to cause appropriate security context information
| to be communicated to users.

I'm pretty sure that Mike had more in mind for the second part;
Mike, the lock is yours.
