RE: ACTION-342

This AI had some issues (pardon the pun) that were discussed during the
editorial team call today. Here's a summary:

The issue originated from a message around a missing section, section
5.6.1:
http://lists.w3.org/Archives/Public/public-ws-policy-eds/2007Aug/0015.ht
ml
In that message, it was pointed to text that was intended for that
section:
http://lists.w3.org/Archives/Public/public-ws-policy/2007Jul/0038.html
That text, however, is not missing, but instead appears in section 5.3.2
of the current guidelines version as Best Practice 11:
http://www.w3.org/TR/2007/WD-ws-policy-guidelines-20070810/#QName_and_XM
L_Information_Set_representation
On the other hand, original Section 5.6.1 was dropped on purpose, due to
some editorial rearranging. So the consensus of the editorial team is to
update the text in section 5.3.2 to Chris' text including amendments,
and leave the "dropped" 5.6.1 out.
