Proposed text for CR18

In our Core specification for anonymous URI, we say:

  """
  The precise meaning of this URI is defined by the binding of 
  Addressing to a specific protocol..
  """

Section 3.5 of the SOAP Binding "Use of Anonymous Address in SOAP"
states the meaning of anonymous addresses in practical terms
when moving messages down a channel. 

To explicitly state the Status Quo, I suggest adding the
following sentence:

  """
  A value of "http://www.w3.org/@@@@/@@/addressing/anonymous" for 
  the [destination] property implies no particular semantics.
  """
