Just to clarify - the OFF conformance levels (defined by ISO/IEC 14496-4 / AMD26) are designed in the way that allow different implementations pick and choose the desirable functionality. There are five levels that (simplified for brevity) define the following sets of features:
level 1 - supported for unhinted TTF outlines;
level 2 - support for hinted TTF outlines;
level 3 - support for CFF outlines;
level 4 - support for embedded bitmaps;
level 5 - support for advanced text layout features.

Implementations can claim conformance to a set of different levels (e.g. implementation that offer full support for TTF with advanced features would claim conformance with levels 2,4 and 5).
