I have unziped and installed the WebCGM20 document at
http://www.w3.org/Graphics/WebCGM/drafts/20060608/

The document passes the pubrules checker
It validates HTML
The Link checker reports [1] a following broken links:

http://www.w3.org/TR/webcgm20/
http://www.w3.org/TR/2006/WD-webcgm20-20060623/WebCGM20-20060623.zip
  http://www.w3.org/TR/2006/WD-webcgm20-20060623/

These 3 are OK, it will be resolved when moving the doc to
http://www.w3.org/TR/2006/WD-webcgm20-20060623/

But this one should be fixed in
http://www.w3.org/Graphics/WebCGM/drafts/20060608/WebCGM20-ECMA.html
Broken fragments and their line numbers: They need to be fixed!
         webcgm_ecma: 488, 500, 543

and This one is OK (The URI does work)

When you have updated the   "webcgm_ecma", the doc is ready for publication.
Once the Group agrees today to move to CR, you should send the 
Transition Request.
