What is the motivation? As I said,  I think having Web IDL be a foundational document for many web specs (including JavaScript), each of which only uses a subset of Web IDL, is a reasonable way to go. JavaScript is not special in this regard; e.g. Fullscreen only uses a subset of Web IDL, just like JavaScript would.
