@bzbarsky: Right. That's what I understood you to mean. Sorry if my summary missed that subtlety. Either way, it means that throwing is (significantly?) simpler to implement in both Firefox and Chrome if we decide that we want to support the `document.domain` restriction that could cause a page's state to change at some point after creation.

I want to support that feature. To that end, I'd prefer throwing, as outlined in this PR.
