Re: [webidl] Add a [SecureContext] operator attribute (#65)

As discussed in https://github.com/w3c/webappsec-secure-contexts/issues/6, the "Secure Context" behavior of popups is now tied to `noopener`. I think this means we can safely use the callee's settings object, which the current patch does.

@bzbarsky @travisleithead, would you mind taking another look at this?
