That is different from this issue and indeed somewhat unfortunate (though intentional) behavior. Due to browser differences the expectation is that legacy servers are unlikely to be able to handle JIS 0212 bytes, but can handle the corresponding code points if they have been encoded as "HTML entities". --- Reply to this email directly or view it on GitHub: https://github.com/whatwg/encoding/issues/15#issuecomment-156354350
