Re: [webidl] Add a [SecureContext] operator attribute (#65)

Since I'm apparently the only one who feels that throwing is better than changing exposure, I give up. :)

The latest patch adjusts the exposure rules for operators to take account of the `[SecureContext]` attribute as @jeisinger suggested in https://github.com/heycam/webidl/pull/65#issuecomment-157411735. I think this addresses all the feedback thus far. WDYT, @bzbarsky & @heycam?
