[selectors-api] What DOM feature "Selectors API" belongs to?

Building forward-compatible applications (as well as technology implementations in browsers) require knowledge of what DOM feature "Selectors API" is to belong to.

Can the issue be addressed in the specification?

I wonder where WebKit has squeezed it in, heard they implemented it recently.
