I think that's the plan, yes. That all documents parsed with an HTML  
parser will return a DOM with namespaced element nodes. (There's still an  
open question as to whether quirks mode will have a different parsing mode  
or not. I hope it won't, because it doesn't seem to needed.)

(Again, this is already the case for CSS.)
