Hi all,

As Anne suggested, I have consolidated all the material related to simple
notifications (text/icon content, not URL content), into one document [
http://dev.w3.org/2006/webapi/WebNotifications/publish/Notifications.html].
 It now contains the use cases, definitions, requirements, and some new
language which states web-content notifications are out of scope for the
document.

I continue to reference the Feature Permissions document for permissions
material, since this topic was moved to the devices WG (if we would prefer
to reincorporate permissions into the Notifications spec for publication, I
can make that change as well).

Please send any feedback so we can move this spec forward.
