Publishing a Web Notifications Working Draft

Hi WG!

Since the last call for publication John Gregg has made numerous updates  
to our Web Notifications work item. I strongly feel we should just go  
ahead and push out a First Public Working Draft this time around. It  
commits nobody to anything, but will hopefully give greater visibility to  
our work and more input. Since we are a fairly small group of people I  
think that is important.

I will allow a few days for objections to this course of action, but  
please consider that this is mostly about getting more publicity, not  
setting the technical details in stone. The idea is to publish this  
Thursday.
