Yvette did the right thing in tying our usage to what i18n says by citing
http://www.w3.org/TR/2005/WD-i18n-html-tech-lang-20050224/

On the other hand, the link in that document to the replacement for RFC 3066,
commonly referred to as RFC 3066bis, is broken.

So add
http://www.w3.org/TR/itsreq/
to your bibliography for links that work.

The moral is that 3066bis introduces improved functionality and will be 
normative
in XML soon so we should be tracking it.

Mostly I wanted to pass on the idea from Addison Phillips that this is coming.
Further questions should be taken to him.
