*rough* draft of guide for 3.1 L1SC1, next actions for other criteria

Hello,

Attached is a rough draft of a guide for L1SC1.  There are still several 
@@s (indicating areas where I will need to do more work), but I wanted to 
give you an idea of what we're working towards for next week's 
discussion.  I used the example guide for Guideline 1.1 L1 SC1 that Gregg 
sent to the WCAG WG mailing list earlier this week [1].

Next, I'll be working on the guides for L2SC1 and L3SC1.

According to the plan [2] here are the current assignments for writing the 
Guide for our other success criteria:
    * L3SC2 - John
    * L3SC3 - Becky
    * L3SC4 - Loretta, Diane
    * L3SC5 - John, Bengt - update proposal at [3]
I'm finishing proposals for a few of the open issues. I will send those 
along then create a survey to determine if we can close the open issues.
