Draft of Guide for L3 SC4

I've attached a draft of the guide for L3 SC4. It contains some changes
that haven't been posted separately to the list: I tried to divide the
proposed general techniques into Sufficient and Additional, where all of
the sufficient techniques must be satisfied. Please see whether you
agree with the current division, and whether you think that the
descriptions are sufficiently clear. I added an example, to try to
demonstrate descriptive titles that satisfied the techniques. See
whether you think they do satisfy the techniques, and whether this is a
good example. It often seems like it would be easier to illustrate
techniques by demonstrating what *not* to do.
