Hi Kathy
That looks really interesting.  I didn't have time to check every point, but just wondered, are all the WCAG 2.0 A, AA, and AAA points covered?  It seems you have put a number of them together and it would be interesting to hear your rationale for the way you've set it up.

As part of the requirements, what do people think of collecting some
different use-cases and scenarios for conformance evaluation?

We could use these to have specific examples to design to and also to verify
the Methodology. Please send your favorite use-cases and scenarios to the
list and I will collect them into a web page.
